LEDO Perspective: Carroll County

We recently talked with Carroll County Economic Development Corporation Executive Director Laura Walls to see what’s been going on in Carroll County. The answer? Quite a lot!

NIPSCO EDI: How would you describe Carroll County, and what would you say are its features, for its citizens and for businesses?

Walls: Carroll County is a strong agricultural community with an appreciation for its rich heritage in transportation, beautiful parks and trails, existing sites and brand new greenfield industrial park, 20 minutes close to I-65 and Purdue University via the new four-lane, limited access Hoosier Heartland Highway.

NIPSCO EDI: As a LEDO, what is your approach or what do you consider your priorities in handling the responsibilities of the job?

Walls: My approach is simple: we designed an industrial park that eliminated every possible hurdle to site development (utilities, zoning, drainage and access). We partner with our neighbors on job training and talent recruitment to meet employer needs. For incentives, we listen to a company’s needs and develop a customized incentive package. This has been highly effective for both new and existing industries.

NIPSCO EDI: In terms of economic development, what has it been like for Carroll County recently?

Walls: We ended 2016 with a boon: the Indiana Packers announced a $25 million expansion and GEP Fuels & Energy Indiana announced a $300 million project here. In 2017, we’ve seen a lot of interest in both our existing facilities and greenfield sites.

NIPSCO EDI: As we move into fall, how do the changing seasons affect your territory in terms of economic development?

Walls: Last year, the third quarter 2016 was very hectic for us as we closed projects before the year end. Now in 2017, we’re anticipating similar activity, and we’re ready for it.

NIPSCO EDI: What are you looking forward to in 2018 and beyond?

Walls: In 2018, we’re looking forward to expanding the Hoosier Heartland Industrial Park and creating more development-ready ground to meet the needs of companies who have done their research and found that Carroll County makes the most sense.
